Reading this table
Worst possible is 0 IVs and 0 EVs with the same nature. Best possible is 31 IVs and no EVs. The gap between those two is what you are hunting for when you catch the same species over and over: at level 50 it is usually 15 to 20 points per stat, and at level 100 it doubles.
EVs sit on top of all of that. 252 EVs is worth 63 points at level 100 and 31 at level 50, which is why competitive players train rather than just catching a perfect one.

How do I work out a Pokemon stat in Cobblemon?
Every stat except HP is floor(floor((2 x base + IV + floor(EV / 4)) x level / 100) + 5) x nature. HP drops the nature multiplier and adds level plus 10 instead of 5. Cobblemon uses the mainline formula unchanged, so any calculator built for the handheld games agrees with this one.
How much is a nature actually worth?
A beneficial nature adds 10 percent to one stat and takes 10 percent off another. At level 100 on a high base stat that is often 30 or more points, which is roughly what 120 EVs buys you. Natures are usually the cheapest large gain available.
What is the EV limit?
252 in any single stat and 510 across all six, so realistically two maxed stats and four points spare. Four EVs equals one stat point at level 100, so the last two points in a 252 spread are wasted; 248 is the efficient number.
Do IVs matter more than EVs?
EVs are worth more and you control them. A perfect 31 IV over a 0 IV is 31 points at level 100, while 252 EVs is 63. IVs matter because you cannot change them, not because they are individually larger.
