In game description
The user slashes the target with aura-enriched wings. This also boosts the user's Speed stat. This move has a heightened chance of landing a critical hit.
Using Esper Wing in Cobblemon
Esper Wing is a special move, so it scales off Sp. Attack against the target Sp. Defense. Give it to a Pokemon whose Sp. Attack is the higher of the two, and remember the 1.5x same-type bonus if the user is Psychic.
Check the type chart before relying on it, and look up specific targets in the Pokedex where dual-type multipliers are already worked out.
