Changes the bearer's type to match each move it uses. The type change takes place just before the move is used.

In game description

Changes the Pokémon's type to the type of the move it's about to use. This works only once each time the Pokémon enters battle.

Using Protean in Cobblemon

Abilities are passive and always active, so Protean costs you nothing to run. If it is marked hidden on a species above, expect it to be harder to obtain: servers differ in whether hidden abilities come from breeding, an Ability Patch, or events.
